This week there are updates to the procedures covering the Housing Health & Safety Rating System (HHSRS), The ‘Fixed Penalty Notices’ Enforcement Procedure and a clarification of terminology in the ‘Reporting and Processing Offences’ Enforcement Procedure.

Latest update clarifies some sections including assessing outcomes as a result of the likelihood of an occurrence and generating the hazard score. It also now includes references to the Housing Health Cost Calculator (HHCC) developed by BRE and available by clicking here

Fixed Penalty Notices: (MP9)
This procedure now includes details of the measures to consider and the various pieces of legislation that provide for this enforcement option. This is aimed to compliment the approach taken by a Local Authorities who must take account of local processes on enforcement action as set out in their Enforcement Policy.

Reporting and Processing Offences (MP20)
The summary section now includes a note to clarify that only one file is expected to be prepared. The full note reads; “Within the procedure, the file is initially referred to as an Infringement Report. This addresses the stages prior to a decision on whether a prosecution should be pursued or alternative actions are to be undertaken. If a decision is made to pursue a prosecution the report is then called a Prosecution Report.”
