A weekly update of changes and enhancements. This week including new and revised procedures in the Enforcement, Health and Safety and Housing modules.

Property Chamber ( First Tier Tribunal)

The functions of the former Residential Property Tribunal (RPT) Service in England have now transferred to the Property Chamber of the First Tier Tribunal. The Chamber President is now the Principal Judge for residential property. These changes have been reflected in the new RIAMS procedure covering RPT Applications and Appeals. ?

Enforcement Policies

The RIAMS Enforcement Policy procedure has been updated to bring it into line with the new Regulators Code which has been issued by the Department of Business, Innovation and Skills. It is due to come into force in spring 2014. The statutory code is aimed at reducing the burden on businesses. Local Authorities will need to review their existing Enforcement Policies to ensure that they comply with the Regulators Code. Once implemented, regulators will be monitored in respect of their published policies and standards, subject to the code. Those that fall outside of its provisions will be subject to challenge.

Investigation of Work Related Deaths

A new procedure has been added to the RIAMS Health and Safety module under the Accident Investigation sub section. The procedure details the measures to consider when investigating a serious incident. These include who to notify, pre-visit planning, equipment and expertise, on-site actions, documentation, interviewing witnesses and follow up actions.
