A number of new procedures have been added to the RIAMS Licensing Act 2003 folder. These include minor variations, the late night levy and Early Morning Alcohol Restriction Orders (EMRO). The procedure on Licence Authorisation in the folder has also been updated to include the relaxation to licensing requirements for live music and entertainment. Introduced by the Live Music Act 2012 and the Licensing Act 2003 (Descriptions of Entertainment) (Amendment) Order 2013 relaxations apply to both amplified and unamplified music, performances of plays and dance along with indoor sporting events. These activities in certain circumstances now do not require a licence if they occur between the hours of 8am and 11pm.

Scrap Metal National Register Guidance

Two new pieces of guidance have been issued by the Local Government Association (LGA). ‘Scrap Metal Dealers Act Engaging with the Environment Agency and Natural Resources Wales’ and  The Scrap Metal Dealers Act 2013 Compliance and Enforcement Guide are both aimed at helping local authorities work with the National Register. Advice includes how to engage with the Environment Agency and Natural Resources Wales before submitting information to be added to the register.The guidance can be found in the Licensing Scrap Metals folder on RIAMS.
