Details of recent guidance notes and procedures added to the RIAMS system include Noise Action Planning and Noise Insulation Regulations, The Use of Audits as Alternative Food Premises Interventions, Caravan Site Licensing Compliance, and Motor Racing Noise.

Noise Action Planning and Noise Insulation Regulations
Two guidance notes have been added to the general noise folder in the Environmental Protection module. 

The guidance note on Noise Action Planning outlines the requirements needed to meet the Environmental Noise Directive.  Noise maps and action plans are required where important areas are identified; the responsibility for these fall to a range of agencies and the local authority will have involvement as highway and planning authority with support from environmental health services.

The guidance note on the Noise Insulation Regulations sets out the circumstances where grants for sound insulation are to be given in relation to new or altered roads, railways or tramways.

The Use of Audits as Alternative Food Premises Interventions
A new procedure has been added to the ‘Interventions and Revisits’ folder of the RIAMS food module together with a set of six audit proformas. The procedure sets out an alternative approach to consider for food premises with a high Food Hygiene Rating Scheme (FHRS) score. The audits cover the following:

  • Cleaning
  • Temperature control
  • Personal hygiene
  • Contamination
  • Stock control
  • Product audit

Caravan Site Licensing Compliance Notice (England Only)
The new licensing provisions brought in by the Mobile Homes Act 2013 include the issuing of a Compliance Notice if conditions of a licence are breached. This notice can be revoked and varied where necessary. Notice templates have been added to the Licensing Caravan and Tent Sites folder. Further notices are currently in production to cover other circumstances including emergency action; these will be available shortly.

Motor Racing Noise
A new procedure has been added to the Noise sub-category of the Environmental Protection folder. It is located in the Noise from Events folder. The procedure covers the investigation of noise from various types of motor sport and related activities.
