This case concerned an appeal against a Prohibition order; the property concerned had multiple occupants and while having an HMO, did not have a license. The Council inspected the property after concerns of over-crowding.
At the hearing, London Borough of Southwark submitted a substantial bundle of paperwork and as a result, were not called upon to attend. The appellant landlord, did not attend the hearing or make any submissions.
The tribunal decided to dismiss the appeal.
