Introducing Jeffrey Leib, our new Licensing Community Moderator
RHE is excited to announce our new Licensing Community moderator, Jeffrey Leib.
Jeffrey has spent more than twenty years licensing everything from taxis to tattooists, sex establishments to scrap metal dealers and pubs to pet shops. Working in a busy district council for many years whose night-time economy attracted an average of 15,000 people a night at its peak, he now leads the licensing team in a busy and diverse outer London borough. His practises and partnership working were recognised through awards for three successive years as best local authority in the Responsible Drinking Awards.
In addition to Jeffrey’s practical experience, he is also one of the founding members of, and a Fellow of, the Institute of Licensing, he was the first editor of its website and produced more than twenty editions of Licensing Circles and Licensing News, the forerunner of the Journal of Licensing. He co-wrote A Basic Guide to Licensing and has contributed to a number of other licensing and legal texts.
With legal qualifications and a Certificate in Higher Education in Licensing Law, Jeffrey has contributed to the national debate for licensing over many years. As a former vice-chair of the IOL, he has also sat on the Local Government Association’s licensing policy forum since 2003, and which he has chaired since 2014.
